Canada Joins Global Renewable Efforts to Accelerate the Deployment of Offshore Wind

In February 2025, the Government of Canada announced its membership in the Global Offshore Wind Alliance (GOWA), joining more than 27 governments, private sectors and non-governmental organizations in the global efforts to support renewable energy.  

The GOWA international initiative is designed to accelerate the development of offshore wind energy by facilitating global cooperation and investment. Nova Scotia, Newfoundland and Labrador have also joined GOWA as provincial members, reinforcing Canada’s collective commitment to expanding its clean energy capabilities. 

With a vast coastline, Canada is strategically positioned to tap into the growing global offshore wind energy industry, presenting an opportunity to create sustainable jobs, strengthen the economy, and enhance domestic energy security. Recognizing this potential, Canada is taking its first significant steps toward building a thriving offshore wind sector. 

The new alliance provides Canada with access to global expertise and industry best practices, helping to lay a strong foundation for the nation’s offshore wind industry. The initiative builds on recent advancements, including: 

  • The passage of Bill C-49, which amends the Accord Acts, establishing a legislative framework for offshore renewable energy in Atlantic Canada and expanding the mandate of offshore regulators to include renewable projects. 
  • The introduction of Canada Offshore Renewable Energy regulations, setting safety and environmental standards for project developers and serving as a foundation for future regulatory measures. 
  • Regional Assessments of Offshore Wind in Atlantic Canada, which evaluated the potential environmental effects of projects and identified strategies for sustainable development. 
  • Investments in research and community-driven initiatives, such as the Offshore Wind Indigenous and Coastal Community Grant Initiative and the Atlantic Canada Offshore Wind Integration and Transmission Study, aimed at identifying optimal locations and reducing risks for future projects.
